Had an 18' P. The springs are worn and or stretched.
Temp. you can compress them with a pair of channel
locks, but this won't last long. Either cut one loop
off and remount them, or buy new ones.

I have a P-16 that suffers the same problem, but only on one side. There are two parts on the rudder we need to be concerned about here. Lets call the one the catch, its the spring loaded bar in the rudder frame and the other the hook, which is the part attached to the rudder blade. The solution is to adjust the hook that is attached to the rudder blade itself. These are held in place with two nuts, one inside the hole in the rudder blade while the other is outside. Sometimes these nuts come loose allowing the hook to move. I solved the problem by loosening the nuts, turning the hook clockwise several turns then retightening the nuts. This had the effect of pulling the rudder closer into the rudder frame thus changing the angle between the catch and the hook. Its a tough fix at the beach, try it while the boat is on the trailer. This should solve your problem.
