Can anyone recommend a spray paint product that sticks well to the standard plastic hobie rudders? I don't want to use gelcoat unless I have to.

krylon or rustolem semi-gloss enamel.... prep is key. use the same color as the rudders.
otherwise, can go right on up the price and complexity scale w/lots of options....
