Help need Prindle tiller bar

How to remove the bolts from the Prindle tiller bar? Is there a special tool? I can not get any wrench or socket down on the bolt. If I could see how to attach a photo I would.

Morn"n. Just did that. I put the tip of a medium flat screw driver down the side of the hole and kept the bollt from rotating. No joke! Jim in land locked boise.

I do what he said. I am considering finding a bolt with an allen wrench socket to replace with but have not done so yet.
