How does one make the above link "clickable"?

you click below on the button labeled URL and it will add the URL tags (Uniform Resource Locator)
your cursor will automatically be between the open URL and close /URL tags
paste your url ( http://www.whatever.com) into that area
when you "SUBMIT" it will convert it into a hyperlink
