When did operators of personal water craft forget that vessels under sail have right of way over powered craft. Damn things are like flies. Since Memorial Day weekend is this weekend. I guess it's time to stow the Tequila Sunrise sails in Pensacola.

Nope, we have a licensing program in Canada where you write a test mostly dealing with right of way, understanding buoys and general boat safety. The problem is that you can write it on-line and cheating is rampant. I've heard of dealers giving away a free license (writing the test for thier clients) with the sale of a PWC!?

I know never learned the rules of the road (er water) until I got a sailboat and it became a concern. I would imagine most people figure they spend X $1000s on thier vehicle and that gives them the right to do whatever they want. Very dangerous!
