Who's able to watch?
I got a Fire TV just for this and just started the stream. It uses the Android NBC Olympic app.
Navigating the app I had to go to the events section and choose sailing, then was presented with the LIVE icon.
Go Bora Gulari and Louisa Chafee!

Looks like the American team is sitting in 11th place, they should've been on a Hobie! Lol!!!
