Nearly impossible to tell from that picture, the hulls on the 14 and 16 are nearly identical except scale.

16 has stays on hulls and 14 has stays on tramp frame. That said between the dolphin striker and what appears to be adjusters on the hulls I say 16. However its likely that the seller knows what he or she has.
Looks like a 16 but it could be a dress up H14 Turbo. If it's a 16 and the guy thinks its a 14 talk him down a little, haha
That is a H16, if the seller thinks it's a H14, do like cezo823 says, after you check the cat out, make them a cash offer. Just maybe you go home with a H16 in good condition for a great price........ π
